This tier is designed for students who have not responded to the interventions provided in Tier 2 and require individualized, specialized instruction. In Tier 3, students receive one-on-one support or very small group instruction tailored specifically to their unique needs.

Educators in Tier 3 often collaborate with specialists, such as special education teachers or interventionists, to develop and implement personalized intervention plans. These plans are data-driven and focus on specific skills that the student needs to develop. Continuous progress monitoring is critical in this tier to evaluate the effectiveness of the interventions and to inform future instructional decisions.
